Businesses using the WhatsApp Business Platform are charged per conversation, which includes all messages delivered in a 24-hour session.
WhatsApp Business Platform conversations fall into two categories that are priced differently:
All conversations are measured in fixed 24-hour sessions. A conversation starts when the first business message is delivered. Any number of messages can be exchanged during this period without extra charges. Each session incurs a single charge.
Conversations are not charged when users message businesses through call-to-action buttons on WhatsApp ads or Facebook Pages. These are considered user-initiated, and only the first conversation is free. Subsequent chats are charged.
The ad itself is not free—only the first conversation initiated by it is.
