How Conversation-Based Pricing Works

There are two types of conversations on WhatsApp Business Platform: user-initiated and business-initiated. Each conversation type is charged at a different rate.

User-Initiated

A conversation that initiates in response to a user message.

Business-Initiated

A conversation that initiates from a business sending a user a message outside the 24-hour customer service window.

Businesses using the WhatsApp Business Platform are charged per conversation, which includes all messages delivered in a 24-hour session.

How It Works

WhatsApp Business Platform conversations fall into two categories that are priced differently:

  • User-initiated: A conversation that initiates in response to a user message within the 24-hour customer service window. Free-form messages allowed.
  • Business-initiated: A message outside the 24-hour window. Requires a message template.

All conversations are measured in fixed 24-hour sessions. A conversation starts when the first business message is delivered. Any number of messages can be exchanged during this period without extra charges. Each session incurs a single charge.

Conversations are not charged when users message businesses through call-to-action buttons on WhatsApp ads or Facebook Pages. These are considered user-initiated, and only the first conversation is free. Subsequent chats are charged.
